    Waduh, Transmigran Asal Banten Terlantar di Sulawesi Tenggara

    SERANG, BANPOS – Meski sudah dua tahun menetap di lokasi tujuan transmigran asal Banten di Kolaka Timur, Sulawesi Tenggara (Sultra) belum pernah mendapat pembinaan dari Pemerintah Provinsi Banten. Tak hanya itu saja, transmigran asal Banten ini juga heran dengan warga lainnya yang menetap di daerah tersebut kebanyakan warga Sultra atau pendatang, sedangkan dari Banten sedikit.

    “Sejak saya dan lainnya yang dari Banten diberangkatkan tanggal 11 Desember 2017, belum pernah didatangi oleh orang dari Provinsi Banten. Padahal yang saya tahu, sesuai aturan kita mendapatkan pembinaan dari orang pemerintahan Banten,” kata salah satu transmigran yang meminta namanaya dirahasiakan kepada BANPOS, Senin (9/12).

    Tak hanya itu saja, jatah kebutuhan pokok atau sembako yang dijanjikan dari pemerintah akan diberikan selama satu tahun atau 12 bulan setelah berada di Kolaka Timur juga tidak pernah ada.

    “Jadi kami yang dari Banten ini, pas ada di Kolaka Timur dibiarkan begitu saja,” imbuhnya.

    Belum lagi ditambah dengan akses kesehatan yang sulit didapat. “Kami benar-benar terisolir,” terangnya.

    Kepala Seksi Transmigrasi pada Disnakertrans Banten, Syafrizon mengaku akan melakukan pendalaman dan penelusuran terhadap transmigran asal Banten yang terlantar maupun pendatang gelap yang memanfaatkan program pemerintah pusat, dengan menggunakan KTP Banten, akan tetapi faktanya penduduk setempat, Kolaka Timur.

    “Informasi ini akan kami telusuri,” katanya.

    Dijelaskan Syafrizon, transmigrasi merupakan program dari pemerintah pusat yang bertujuan untuk meningkatkan kesejaheraan. “Jadi ini program kementerian. Yang menentukan kuota atau jumlah dari Provinsi Banten juga dari pusat, yang melakukan perekrutan adalah pemerintah kabupaten/kota. Pemerintah Provinsi Banten hanya memfasiiltasi saja,” ungkapnya.

    Khusus untuk transmigrasi ke Kolaka Timur, Sultra lanjut dia, masyarakat dari Provinsi Banten berasal dari Kabupaten Serang dan Pandeglang. “Jumlah persisnya saya lupa. Nggak banyak, kurang lebih ada 10 orang. Dan memang diberangkatkan di bulan Desember 2017,” ungkapnya.

    Adapun transmigran setelah berada di Kolaka Timur mendapatkan lahan seluas 1,5 hektar, dan rumah serta jatah hidup selama 12 bulan atau satu tahun. “Itu yang menentukan pusat, pemerintah daerah yang dituju dan asal. Kalau jatah hidup itu sumbernya dari APBN yang dikelola oleh Pemerintah Kabupaten Kolaka Timur,” ujarnya.

    Namun disinggung mengenai pembinaan kepada transmigran asal Banten oleh Pemprov Banten diakui oleh Syafrizon belum pernah dilakukan, meskipun sesuai UU 29 tahun 2009 tentang Transmigrasi, pemprov berkewjiban memonitoring dan melakukan pembinaan selama lima tahun kepada warganya yang bertransmigrasi.

    “Betul, di UU 29 tahun 2009 tentang Transmigrasi kita harus melalukan pembinaan kepada mereka yang transmigrasi selama 5 tahun sejak diberangkatkan. Dan sudah dua tahun ini kami belum pernah ke Kolaka Timur, karena kekurangan SDM (sumber daya manusia). Nanti saya akan coba langsung cek dan telusuri, termasuk berkoordinasi dengan pemerintah kabupaten Kolaka Timur, Kabupaten Serang dan Pandeglang,” janjinya.

    Dihubungi melalui telepon genggamnya, Anggota Komisi V DPRD Banten, Umar Bin Sabrawi mengaku terkejut ada transmigran terlantar. “Nanti akan saya tanyakan kepada Disnakertrans, kebetulan Selasa (hari ini) ada Rakor komisi dengan Pak Al Hamidi (Kepala Disnakertrans Banten),” kata Umar singkat.(RUS/ENK)

    Tahun Ini 928 Penyalahguna Narkoba Ditangkap, Sebagian Besar Pengangguran

    SERANG, BANPOS – Pelaku penyalahgunaan narkoba di wilayah hukum Polda Banten pada Tahun 2019 mencapai 928 tersangka dengan jumlah 732 kasus. Sebagian besar dari mereka berasal dari kelompok pengangguran.

    Dalam rilis yang diterima BANPOS dari Bidang Humas Polda Banten, Selasa (10/12/2019) disebutkan, kasus penyalahgunaan narkoba tahun ini terus meningkat. Untuk kasus penyalahgunaan narkoba tertinggi di wilayah hukum Polres Tangerang dengan jumlah 333 kasus dan 385 tersangka. Kemudian disusul Polda Banten dengan jumlah 102 kasus dan 145 tersangka. Polres Serang sebanyak 64 kasus dan 78 tersangka.

    Selanjutnya, Polres Cilegon sebanyak 91 kasus dan 117 tersangka, Polres Serang Kota sebanyak 62 kasus dan 93 tersangka, Pandeglang sebanyak 42 kasus dan 55 tersangka. Terakhir Polres Lebak sebanyak 37 kasus dengan 54 tersangka.

    Adapun barang bukti yang diamankan yaitu narkoba jenis sabu sebanyak 3,7 kilogram, ganja sebanyak 234 kilogram, tembakau gorilla sebanyak 627 gram, ekstasi sebanyak 36 butir, zenith sebanyak 201, 853 gram, psikotropika 42 butir dan obat-obatan keras sebanyak 494.972 btr.

    Dirnarkoba Polda Banten Kombes Pol Yohanes Hernowo, mengatakan penyalahgunaan narkoba di wilayah Banten terus mengalami peningkatan setiap tahunnya, baik secara kuantitas maupun kualitas.

    “Jelas ada kenaikan pada tahun 2018, tindak pidana hanya 644 kasus. Sedangkan sekarang sebanyak 732 kasus, biasanya setiap tahunnya naik sekitar 100 kasus,” katanya.

    Menurut Yohanes, pelaku penyalahgunaan narkoba didominasi oleh golongan pengangguran atau tidak memiliki pekerjaan. Sedangkan untuk pelajar masih terhitung sedikit.

    “Golongan rata-rata, pelajar hanya sedikit, kebanyakan pengangguran,” ujarnya.

    Lebih lanjut, Yohanes mengungkapkan peredaran narkotika dan obat-obat berbahaya (narkoba) tertinggi terjadi di wilayah Tangerang. Hal tersebut tercermin dari banyaknya pengungkapan kasus dan penyitaan barang bukti peredaran narkoba di kota itu selama tahun terakhir.

    “Wilayah Tangerang karena komposisi masyarakat disana dikenal heterogen karena berbatasan dengan Ibukota Jakarta dan memiliki berbagai persoalan dari kemiskinan, kriminalitas. Beda halnya dengan wilayah Lebak,” ungkapnya.

    Sementara itu, Kabid Humas Polda Banten Kombes Pol Edy Sumardi P. mengimbau masyarakat bisa berperan membantu kepolisian dengan memberikan informasi terkait peredaran maupun penyalahguna narkoba. Sehingga, kasus penyalahgunaan narkoba bisa ditekan.

    “Dengan adanya peran serta masyarakat diharapkan bisa menjadi upaya menekan tingkat peredaran maupun penyalahgunaan narkoba di Banten maupun lingkungannya masing-masing,” katanya.(ENK)

    Sejumlah Perusahaan Keberatan Terapkan UMK 2020

    SERANG, BANPOS – Sejumlah perusahaan yang ada di Provinsi Banten mengaku keberatan dengan besaran Upah minimum Kabupaten/Kota (UMK) 2020 yang ditetapkan Gubernur Banten, Wahidin Halim. Mereka pun mengajukan surat keberatan kepada Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Provinsi Banten dan berharap mendapat keringanan soal penerapan UMK tersebut.

    Kepala Seksi Pengupahan dan Jamsos pada Disnakertran Banten, Karna Wijaya mengatakan, perusahaan yang mengajukan keberatan atas besaran UMK 2020 berasal dari tiga daerah di Provinsi Banten. Mereka berasal dari Kabupaten dan Kota Tangerang serta Kabupaten Serang.

    “Ada empat alasan perusahaan di Banten ini yang mengajukan keberatan dengan besaran UMK 2020,” kata Kepala Seksi Pengupahan dan Jamsos pada Disnakertran Banten, Karna Wijaya, Senin (9/12).

    Alasan pertama adalah nilai besaran UMK yang dinilai tinggi. Kedua perusahaan yang sudah mengajukan penangguhan UMK 2020 adalah padat karya, alasan ketiga adalah perusahaan by order dari buyer atau hanya menunggu pesanan dari pembeli. Keempat, kalah bersaing dengan produk impor.

    “Untuk perusahaan by order dari buyer, mereka hanya menerima pesanan pada bulan kedua dan tiga saja, sedangkan bulan selanjutnya sepi order. Kalau untuk produk impor, kalah bersaing harganya. Barang impor sangat murah,” ungkapnya.

    Sementara itu, hingga saat ini lanjut Karna, jumlah perusahaan yang mengajukan penangguhan terus bertambah banyak.

    “Sampai dengan sekarang totalnya ada 39 perusahaan ajukan penangguhan UMK 2020. Dari Kabupaten Tangerang ada 30, Kota Tangerang 7 dan Kabupaten Serang baru 2,” terang Karna.

    Kemungkinan masih banyak lagi perusahaan yang keberatan dengan keputusan WH atas besaran UMK 2020. “Penutupan pengajuan penangguhan UMK sampai tanggal 16 Desember 2019. Diprediksi akan ada lagi perusahaan-perusahaan yang keberatan,” imbuhnya.

    Diketahui, Gubernur Banten telah mengaluarkan SK Nomor 561/Kep.320-Huk/2019 tentang penetapan UMK di Provinsi Banten tahun 2020. Berikut UMK 2020 yang telah ditetapkan, Kota cilegon Rp 4.246.081,41, Kota Tangerang Rp 4.199.029,91, Kota Tangerang Selatan (Tangsel) Rp4.168.268,62. Untuk UMK Kabupaten Tangerang sebesar Rp 4.168.268,62, dan Kota Serang sebesar Rp3.653.002,94.

    Untuk UMK Kabupaten Serang sebesar Rp 4.152.887,54, Kabupaten Pandeglang sebesar Rp 2.758.909,20 dan Kabupaten Lebak sebesar Rp 2.710.654.

    Masih dikatakan Karna Wijaya, pihaknya tidak mempermasalahkan jika perusahaan mengajukan penangguhan UMK. Asalkan memenuhi persyaratan seperti yang diatur dalam Peraturan Menteri Tenaga Kerja (Permenaker) Nomor 231 Tahun 2003 tentang tata cara penangguhan UMK.

    “Itu boleh. Jadi ada syarat-syarat yang haru dipenuhi. Pertama ada kesepakatan antara pekerja, buruh maupun serikat pekerja. Kalau di perusahaan itu ada serikat pekerja mnimal anggotanya harus 50 persen plus 1. Kalau serikatnya lebih dari tiga tinggal dilihat mana yang memenuhi kalau nggak ada pakai suara terbanyak kedua dan ketiga,” jelasnya.

    Meski begitu, Karna mengungkapkan, banyak juga perusahaan di Banten yang tidak memiliki organisasi serikat pekerja. “Dan kalau mau mengajukan penangguhan itu harus dinegosiasikan dengan lembaga bipartied. Jadi antara perusahaan dengan buruh,” katanya.
    Lebih lanjut, Karna menyampaikan, permintaan penangguhan yang masuk akan dibahas melalui Dewan Pengupahan (DP) Banten. Salah satu pokok yang dibahas dalam rapat tersebut terkait syarat penangguhan.

    “Jadi yang mengajukan ini memenuhi syarat atau tidak. Kalau memenuhi syarat administratif maka akan dilakukan verifikasi faktual. Nanti ada tim dari unsur pemerintah, pengusaha dan serikat pekerja yang akan memverifikasi ke perusahaan tersebut,” ujarnya.

    “Kita minta dihadirkan buruh di tempat itu, kita akan langsung sampling. Kumpulkan kita tanya secara acak untuk mengetahui, mereka setuju atau tidak, apakah tahu atau tidak. Nanti hasil verifikasi disampaikan dalam rapat pleno yang kemudian akan diputusakan layak dikabulkan atau tidak sebelum ditetapkan oleh Gubernur Banten,” sambungnya.

    Rencananya, SK Penangguhan UMK 2020 yang ditolak dan diterima oleh Gubernur Banten sebelum tanggal 30 Desember. “Tanggal 16 Desember adalah batas waktu pengajuan penangguhan UMK. Tanggal 17 kita tapat pleno. Dilanjut tanggal 18 sampai 25 verifikasi, dan keesokan harinya akita rapat pleno hasil verifikasi sekaligus menyampaikan draft untuk gubernur terkait layak atau tidak layak,” pungkasnya.

    SERANG, BANPOS – Gubernur Banten Wahidin Halim (WH) menerima penghargaan yang diserahkan oleh Wakil Presiden Republik Indonesia KH Ma’ruf Amin dalam kategori pemerintah provinsi atas capaian implementasi pencegahan korupsi dalam Peringatan Hari Anti Korupsi Dunia (Hakordia) 2019 di Gedung Merah Putih Komisi Pemberantasan Korupsi (KPK) Republik Indonesia, Jl Kuningan Persada, Jakarta Selatan, Senin (9/12).

    Penghargaan yang diterima oleh WH merupakan penghargaan kali pertama diraih oleh Provinsi Banten sejak Provinsi Banten terbentuk. Diraihnya penghargaan ini turut menunjukkan upaya dan kerja keras Pemprov Banten dalam mencapai tata kelola pemerintahan yang baik.

    Selain Provinsi Banten, Capaian Implementasi Pencegahan Korupsi Tingkat Daerah kategori provinsi juga diraih oleh Jawa Tengah dan Kalimantan Tengah. Dengan penilaian dilihat dari capaian berbagai kategori diantaranya, perencanaan dan penganggaran, pengadaan barang dan jasa, pelayanan terpadu, kapabilitas APIP, manajemen ASN, optimalisasi pendapatan daerah, dan manajemen aset daerah serta pembinaan dan tata kelola pemerintahan yang bersih kepada seluruh pemerintah daerah kabupaten/kota di wilayahnya.

    Dihadapan pers, WH mengungkapkan, bahwa penghargaan tersebut merupakan hasil kerja keras seluruh aparatur Pemprov Banten yang berkomitmen penuh dalam menciptakan pemerintahan yang bersih, dibarengi komitmen dalam pencegahan korupsi ke depan yang lebih baik lagi. “Karena tanpa korupsi, Banten kuat Indonesia maju,” jelas WH.

    Sementara itu, Wakil Presiden, KH Ma’rif Amin menyebutkan pencegahan korupsi merupakan upaya penyadaran publik terhadap bahaya kejahatan korupsi.

    “Korupsi merupakan kejahatan sistemik dan mengganggu pembangunan,” tegasnya.

    Dalam Sebulan, 120 PMKS Terjaring di Kota Serang

    SERANG, BANPOS – Dinsos Kota Serang telah menjaring sebanyak 120 Penyandang Masalah Kesejahteraan Sosial (PMKS) yang ada di sudut jalan kota sepanjang Oktober hingga November lalu. Hal ini diungkapkan oleh Kepala Dinsos Kota Serang, Moch. Poppy.

    Ia mengatakan, selama satu bulan kemarin terdapat sekitar 120 PMKS yang dijaring. Sedangkan yang dibawa langsung ke rumah singgah sebanyak 22 orang untuk diberikan pembinaan. Dari 22 orang tersebut, 10 diantaranya telah mendapat bantuan berupa usaha penjualan pulsa seluler.

    “Jadi sudah disalurkan bantuannya kepada PMKS tersebut. Dan memang rata-rata warga Kota Serang yang tinggal di daerah Ciawi, Kelurahan Cipare. Jadi kemarin itu, ada yang terjaring atau terjangkau sekitar 120, kemudian 22 dibawa ke rumah singgah dan 10 orang dapat bantuan, berupa usaha,” katanya, Jumat (6/12).

    Sebelumnya, para PMKS dibekali dengan sejumlah pelatihan serta pembinaan dalam mengelola usaha. Seperti cara pengisian pulsa telepon seluler, kemudian perbengkelan dan lain sebagainya. Setelah pemberian bantuan, para PMKS ini juga masih dilakukan pemantauan oleh petugas dari Dinsos Kota Serang.

    “Mereka kami pantau, khawatir akan turun kembali ke jalan. Karena kami pun sudah membekali mereka pelatihan dan bantuan,” ucapnya.

    Poppy menyebutkan, terdapat 26 parameter PMKS, diantaranya yaitu anak balita terlantar, anak terlantar, anak jalanan, lanjut usia terlantar, gelandangan, kelompok minoritas, dan beberapa parameter lainnya.

    “Kami juga bukan tidak menangani semua, akan tetapi kami memiliki keterbatasan. Sehingga dalam satu tahun, kami hanya bisa menjangkau beberapa orang saja,” katanya.

    Kemudian, persoalan kesejahteraan sosial ini juga setiap tahunnya akan terus bertambah. Sebab, terdapat banyak faktor yang menyebabkan orang turun ke jalan, dan sebagian besar karena faktor ekonomi.

    “Yang namanya penyakit sosial itu tidak semua yang sudah diberikan pembinaan itu sembuh. Bahkan, bisa jadi di tahun berikutnya justru bertambah. Yang jelas, selama akar masalah dari faktor ekonomi ini belum tertangani, maka permasalahan ini belum bisa tuntas,” ujarnya.

    Apalagi, kata Poppy, pekerjaan seperti PMKS yang turun ke jalan, penghasilannya lebih menjanjikan dibandingkan pekerjaan lainnya.

    “Bandingkan saja gaji Aparatur Sipil Negara (ASN) dengan mereka (pengemis) kalau dihitung-hitung lebih besar mereka penghasilannya dibandingkan kami (ASN). Tentu menggiurkan,” tandasnya.(DZH)
