    SERANG, BANPOS – Pattiro Banten dan Banten Bersih menegaskan bahwa RAPBD Kota Serang tahun 2020 harus sesuai dengan perencanaan yang ada. Hal ini untuk menghindari masuknya anggaran titipan maupun anggaran ‘siluman’ yang merugikan masyarakat pada APBD Kota Serang tahun 2020.

    Direktur Eksekutif Pattiro Banten, Angga Andrias, mengatakan bahwa masuknya anggaran titipan maupun anggaran ‘siluman’ dikarenakan dalam penyusunan RAPBD, mengabaikan perencanaan yang telah ada.

    “Sebelum adanya RAPBD, itu ada yang namanya Rencana Kerja Pemerintah Daerah (RKPD) hingga kepada Kebijakan Umum Anggaran – Prioritas Plafon Anggaran Sementara (KUA-PPAS). Nah RAPBD itu didasarkan kepada perencanaan-perencanaan itu,” ujarnya, Minggu (24/11).

    Selain itu, minimnya pengawasan yang dilakukan juga dapat menjadi salah satu penyebab masuknya anggaran titipan dan anggaran siluman, baik yang dilakukan oleh Dewan maupun Pemkot Serang sendiri. Sehingga, ia mengatakan harus dilakukan evaluasi atas RAPBD yang telah disusun.

    “Kalau memang sudah jadi, maka perlu dilakukan evaluasi. Seperti adanya kegiatan-kegiatan yang tidak sesuai dengan RKPD maupun KUA-PPAS. Biasanya kegiatan-kegiatan yang tidak menyelesaikan persoalan. Maka perlu rasionalisasi anggaran atas kegiatan itu. Kalau gak rasional, maka harus dihapus. Karena biasanya itu titipan atau siluman,” ucapnya.

    Angga mengatakan, RKPD dan KUA-PPAS adalah perencanaan yang telah disepakati bersama dengan tujuan yang telah ditetapkan. Oleh karena itu, ketika muncul anggaran yang ternyata diluar dari anggaran yang telah direncanakan, harus dipersoalkan.

    “Karena RKPD itu merupakan kesepakatan atas kegiatan apa saja yang mau dilaksanakan, persoalan apa saja yang akan diselesaikan. Baru di KUA-PPAS itu kita membicarakan anggaran sementara. Jadi harus menjadi persoalan apabila di RKPD maupun di KUA-PPAS itu tidak ada, namun muncul pada RAPBD. Itulah yang namanya anggaran siluman,” tegasnya.

    Dalam proses perencanaan, lanjutnya, Pemda seharusnya telah menggunakan aplikasi Sistem Informasi Manajemen Perencanaan, Penganggaran, dan Pelaporan (SIMRAL). Hal ini agar dapat meminimalisir penyimpangan anggaran. Namun Angga menyayangkan, tidak ada keterbukaan dalam aplikasi SIMRAL ini.

    “Sebenarnya kita bisa untuk melaporkan adanya temuan-temuan yang ada pada RAPBD ini ke Kemendagri. Karena persetujuan itu ada di Kemendagri. Makanya, kalau memang ada anggaran seperti itu, Pemda seharusnya segera menyelesaikan secara internal. Namun kan kondisinya saat ini keberadaan SIMRAL itu tidak bisa di akses oleh publik secara umum,” ucapnya.

    Saat ditanya apakah adanya anggaran titipan dan siluman dapat dikenakan ke ranah pidana, Angga mengaku selama masih belum titetapkan secara sah dan belum digunakan, sehingga tidak masuk ke ranah pidana. Akan tetapi, apabila Pemkot memaksakan untuk disahkan, dan digunakan pada periode APBD berjalan, hal itu dapat masuk ke ranah pidana.

    “Kalau belum dilakukan, maka itu tidak bisa masuk ranah pidana. Karena kan RAPBD itu masih perencanaan. Kecuali kalau memang tetap dipaksakan masuk ke dalam APBD dan telah dilaksanakan, itu akan jadi penyimpangan pelaksanaan anggaran. Dan bisa masuk ke ranah tindak pidana,” tegasnya.

    Sementara itu, Peneliti Banten Bersih, Aco Ardiansyah, menegaskan bahwa adanya anggaran titipan dan anggaran siluman pada RAPBD Kota Serang dapat dikategorikan sebagai korupsi. Karena, Pemda Kota Serang telah menganggarkan sesuatu yang menyimpang.

    “Iyah, anggaran siluman atau anggaran titipan bukan lagi menjadi pintu masuk (korupsi), tapi sudah bisa dikategorikan korupsi namanya, sebab menyimpang dan sudah berbuat,” ujarnya saat dihubungi awak media.

    Menurutnya, proses perencanaan yang transparan dan partisipatif dapat menjadi pencegah adanya anggaran titipan dan anggaran siluman. Karena menurutnya, dalam Rencana Kerja dan Anggaran (RKA) lah biasa dijadikan waktu untuk meletakkan anggaran titipan dan siluman.

    “Ada beberapa tahapan penyusunan, mulai sejak pada Musrenbang yang harus terbuka dan partisipatif, kemudian pada saat menuju RKPD, selanjutnya pada KUA PPAS, hingga pada RKA. Nah dalam RKA ini lah biasanya letak titipan dan anggaran-anggaran siluman tersebut,” jelasnya.

    Ia pun menegaskan, apabila Pemkot Serang tetap memaksakan anggaran titipan dan siluman itu untuk masuk dalam RAPBD, maka Pemda Kota Serang telah melangkahkan kaki menuju lubang korupsi.

    “Kalau sudah demikian, artinya, baik eksekutif maupun legislatif sama-sama melangkah ke ranah korupsi, sebab anggaran itu dibahas oleh keduanya itu. Berarti mereka tidak mempunyai komitmen membangun pemerintahan yang baik,” tandasnya. (DZH)

    SERANG , BANPOS – Ribuan guru memadati Gelanggang Remaja Ciceri, Kota Serang. Kehadiran para pahlawan tanpa tanda jasa ini untuk melakukan saresehan bareng Walikota Serang Syafrudin dalam rangka peringatan HUT PGRI ke 74 dan Hari Guru Nasional 2019 tingkat Kota Serang, Senin (25/11/2019).
    Untuk diketahui, saresehan PGRI kali ini bertemakan ‘Peran strategis guru dalam mewujudkan SDM Indonesia unggul, guru penggerak indonesia manu’. Walikota Serang Syafrudin tiba di GGR Ciceri mengenakan jas kebesaran dengan motif batik PGRI disambut oleh peserta saresehan.
    Ketua Panitia Pelaksana Kegiatan Achmad Saefullah dalam sambutannya mengatakan saresahan dalam rangka HUT PGRI ini merupakan kegiatan yang pertama digelar di Kota Serang. Pasalnya, pihaknya biasanya hanya menggelar jalan sehat ataupun senam sehat.
    “Biasanya menggelar senam sehat dan jalan sehat. Sekarang kita saresehan sebagai rasa cinta guru-guru kepada Bapak Walikota dan dalam rangka silaturahmi dengan Walikota,” kata Saefullah
    Ia menuturkan jika pada peringatan HUT PGRI dan HGN 2019, semua sekolah di Kota Serang menggelar upacara hari guru nasional. Dengan mengenalan baju kebesarannya, yakni batik PGRI.
    “Tahun ini merupakan tahun yang meriah dalam peringatan hari guru. Ada yang memberikan kado sebagai bentuk perhatian anak-anak serta cinta terhadap guru,” kata Saefullah. (RED)

    SERANG, BANPOS – Puluhan santri kelas akhir Ponpes Nurul Ilmi Darunnajah 14 resmi dilepas Walikota Serang Syafrudin. Nantinya, para santri ini selama 14 hari kedepan akan tinggal di Kota Serang tepatnya di Perum Taman Banten Lestari dan Komplek Banten Indah Permai Kelurahan Unyur, Kecamatan/Kota Serang.

    Walikota Serang Syafrudin dalam sambutannya mengapresiasi kegiatan yang digagas oleh Ponpes Nurul Ilmi Darunajjah, ia berpesan kepada para santri untuk dapat menerapkan ilmu yang didapatkan di sekolah. Selain itu, PPM adalah suatu kewajiban bagi para santri akhir. “Kemudian ini adalah salah satu persyarakatan untuk menempuh ujian , ini juga merupakan uji coba yang akan turun ke lapangan. Ada di lapangan. Ada di masyarkaat. Dengan teman-teman berkumpul, akan diterjunkan di masyarakat. Perlu disampaikan, ade-ade ini,” katanya di Aula Setda Kota Serang, Senin (25/11/2019).

    Selain itu, Ilmu sangat penting untuk keberlangsungan masyarakat sehingga harus dituntut secara berjenjang. Dari PAUD, TK, SD, SLTP, SMA dan seterusnya. Karena tanpa ilmu maka seseorang akan ngawur. “Jadi pemimpin jg harus dengan ilmu. Pengusaha juga dengan ilmu. Pns jg dengan ilmu. Tanpa ilmu, ini percuma tidak ada artinya. Semuanya yang apa kita lakukan dengan ilmu. Oleh karena ilmu ini penting baik pendidikan baik di sekolah maupun ke masyarakat. Akan terus menerus rugi. Sekolah untuk menuntut ilmu. Dalam rangka mencari jati diri. Saya kemana akan kemana. Kedepan ini. Tentunya ada di ade-ade. Akan jadi kiai, ustad, jadi presiden, walikota, gubernur. Dan itu harus dibarengi dengan ilmu,” tuturnya.

    Kemudian nanti kata Walikota, saat terjun ke masyarkat masalah sosial di masyarakat, seperti di lingkungan yang kumuh. Itu juga harus perduli. Disalah satu kampung yang di kunjungi jika banyak sampahnya. Itu bagaimana untuk bisa kordinasi , agar tidak ada sampah. “Bukan sekedar kumpul-kumpul, Disini dituntut empat point,pertama keagamaan, kegiatan sosial, kegiatan pendidikan, kegiatan keterampilan,” pungkas Walikota.

    Sementara itu, Pimpinan Ponpes Nurul Ilmi Darunnajah 14, Fajar Suryono mengatakan kegiatan PPM ini merupakan kegiatan kedua di Kota Serang setelah sebelumya pernah dilaksanakan pada 2014. Ia berharap agar santri yang terjun di masyarakat tidak canggung.

    “Kita membuat media, membuat praktek pengabdian masyarakat. Dengan harapan ilmu-ilmu yang didapatkan di pondok pesantren dapat diterapkan di masyarakat,” kata Fajar. (*)

    SERANG, BANPOS – Zahra Amelia Putri, seorang siswi di Kresek, Tangerang yang sedang ‘viral’ karena tidak makan dua hari karena kesulitan ekonomi, membuat Harapan Dhuafa langsung menyambangi dan membantu kehidupan Zahra, Sabtu, (23/11).

    Diketahui, Zahra yang tinggal di Kp. Masigit Desa Cibetok Kecamatan Gunung Kaler, Tangerang tersebut, hidup bersama ayahnya Akhmad yang merupakan penyandang cacat.

    Saat ditemui, Akhmad dan Zahra sedang berada dirumah, rumah dengan kondisi yang begitu memprihatinkan. Sejak kecelakaan yang dialami Pak Akhmad 2012 silam, kondisi keluarga dan ekonominya semakin carut marut, Ia tak bisa lagi bekerja di pasar dan harus berpisah dengan istri serta anak-anaknya, hanya Zahra lah yang saat ini masih menemani Pak Akhmad hingga saat ini menemani sulitnya kehidupan keluarganya.

    “Keseharian saya sejak kecelakaan dan tak bisa jalan normal ya seperti ini, hanya bisa membuat kandang burung untuk memenuhi kebutuhan keluarga. Kalau sepi order, paling nunggu belas kasih dari para tetangga,” ujar Pak Akhmad.

    Kondisi perekonomian yang semakin memburuk pasca kecelakaan membuat Pak Akhamd tak bisa melakukan banyak hal. “Kalau dulu masih bisa jualan sayur di pasar, tapi sekarang keadaannya udah beda, saya sulit untuk bisa melakukan apa-apa, bahkan Buang Air Kecil pun harus ditampung dan dilakuin di kamar” tambahnya.

    Zahra, Siswi SMPN 1 Kresek Tangerang ini juga mengungkapkan bahwa memang sering sekali tidak makan dalam beberapa hari, bahkan jarang sekali sarapan jika berangkat ke sekolah, naik sepeda sambil nahan laper udah jadi hal biasa bagi Zahra, tekadnya untuk bisa tetap sekolah memang sangat tinggi.

    “Kadang biar bisa bantu ekonomi keluarga, Zahra harus bantu tetangga dulu agar dapat upah, apa aja dilakuin termasuk bantu jualan ketoprak. Hasilnya lumayan untuk makan Zahra sama Bapak hari itu, walaupun seringnya kami harus nahan lapar karena ngga ada apa-apa dirumah, masih ada nasi aja udah bersyukur banget walau adanya lauk. Zahra pengen bantu Bapak, Zahra pengen sekolah yang bener biar bisa jadi dokter.” Ungkap Zahra

    Mamak Jamaksari selaku Manager Program dan Kemitraan Harapan Dhuafa mengungkapkan bahwa “Setelah kami melihat, memang kondisi Pak Akhmad dan Zahra ini cukup memprihatinkan dan butuh bantuan kita semua. Kami sebagai lembaga kemanusiaan tentu saat ini berkomitmen untuk membantu keluarga Pak Akhmad ini bisa berdaya dan membantunya agar mencukupi kebutuhan keluarganya sendiri, juga berupa bantuan sarana air bersih dan bedah rumah.”

    “Kami sangat prihatin dengan kondisi rumahnya, pertama tidak layak, atap sudah pada bocor dan lapuk, ada dua kamar, dan hanya satu kamar yang digunakan untuk semua aktivitas, bahkan buang air kecil pun Bapaknya masih harus ditampung didalam botol dan ditumpuk di dalam ruangan tersebut. Kondisi ini tentu sangat memperihatinkan.” Jelas Mamak.

    SERANG, BANPOS – Setahun lebih sudah berlalu musibah gempa bumi, tsunami, dan likuifaksi yang menerjang kota Palu dan sekitarnya, dimana bedasarkan informasi dari Badan Nasional Penanggulangan Bencana (BNPB) menyatakan, sedikitnya ada 384 orang korban meninggal akibat peristiwa tersebut terjadi.

    Selain itu, jumlah orang yang mengalami luka berat sebanyak 540 orang dan tercatat 29 orang hilang yang berasal dari Kelurahan Pantoloan Induk Kota Palu. Kerugian dan kerusakan akibat bencana ini pun sebesar Rp 18,48 triliun per 27 Oktober 2018.

    Hingga kini, pasca musibah tersebut masyarakat Palu masih berusaha untuk terus bangkit dari keterpurukan. Harapan Dhuafa pun sampai saat ini masih bersama mereka membantu dengan menyalurkan bantuan untuk memulihkan kembali perekonomian yang sempat carut marut akibat bencana.

    Apalagi saat ini, bencana kekeringan juga sedang terjadi di sana. Mengakibatkan terhambatnya aktivitas sehari-hari masyarakat dan panen mereka juga terganggu karena tidak adanya ketersediaan air.

    Harapan Dhuafa masih terus berempati menyampaikan amanah dari masyarakat Banten untuk membantu membangkitkan kembali ekonomi masyarakat Palu.

    “Walaupun Harapan Dhuafa adalah Lembaga Amil Zakat (LAZ) skala provinsi di Banten, namun hingga hari ini kami masih berkomitmen untuk berkontribusi di seluruh wilayah di Indonesia, termasuk di Palu. Tidak hanya ketika penyelesaian pada kondisi tanggap darurat, tapi juga masih berlanjut dengan pendampingan pemberdayaan ekonomi bagi penyintas. Pola ini dilakukan Harapan Dhuafa di semua wilayah bencana yang diintervensi,” ungkap Indah Prihanande, Direktur Harapan Dhuafa.

    Pada Kamis, (21/11), Harapan Dhuafa menyalurkan bantuan ke beberapa tempat di Palu untuk membantu kekeringan yang terjadi. Bantuan dalam bentuk pompa air yang diperuntukkan bagi para petani yang berada di Desa Kotarindau, Kec. Dolo, Palu. Dimana bantuan sarana air ini akan digunakan untuk mengaliri sebanyak 2 hektare lahan pertanian.

    Tidak hanya untuk petani, Harapan Dhuafa juga menyalurkan sarana pompa air untuk para pengrajin batu bata di Desa Kabobona, Kec. Dolo, Palu. Bantuan sarana pompa air ini sangat membantu masyarakat karena dapat memangkas biaya sewa pompa air yang sering mereka sewa dengan harga yang tidak sedikit.

    Sebagai upaya untuk membantu memulihkan perekonomian masyarakat pasca bencana. Harapan Dhuafa juga menyalurkan bantuan bibit tomat dan jagung untuk para petani.

    Bibit tomat dan jagung ini sengaja dipilih karena atas dasar permintaan para petani karena diyakini kualitasnya baik sehingga harga jualnya pun dinilai akan tinggi. Dengan begitu, ekonomi masyarakat dapat meningkat ke arah yang lebih baik.

    Sebelumnya, Harapan Dhuafa juga telah memberikan bantuan Hunian Sementara Tiada Tara (Huntaran) dan kincir air untuk mengaliri tanaman soup (seledri) masyarakat seluas setengah hektare yang dipanen setiap 8 bulan sekali.

    Amak Dahisah, 73 tahun menceritakan bahwa selama 6 bulan lamanya sebelum adanya Huntara tersebut. Beliau dan anak-anaknya enggan untuk pulang ke rumah serta lebih memilih tinggal ditenda karena kekhawatiran dan rasa takut yang masih terus menghantui.

    “Dengan adanya Huntara ini Amak merasa tenang bisa beristirahat dengan nyaman tidak memikirkan tempat tinggal lagi,” ujarnya. (RUL)

    SERANG, BANPOS – Wakil Walikota Serang, Subadri Ushuludin, melakukan inspeksi mendadak (sidak) ke kantor Diskominfo Kota Serang untuk memastikan pelayanan kegawatdaruratan itu benar-benar berjalan 24 jam.

    Pantauan di lokasi, sekitar pukul 02.00 WIB Wakil Walikota Serang mendatangi langsung ruangan pelayanan Serang Siaga 112, dan berbincang-bincang dengan operator.

    “Masih pada jaga malam?” tanya Subadri ke operator Serang Siaga 112, Jumat (22/11).

    Pertanyaan itu pun dijawab oleh salah satu operator, Rifa, yang bertugas pada shift malam.

    “Masih jaga malam pak, soalnya masih ada yang telepon tapi cuma prank call (telepon iseng) sama ghost call (telepon namun tidak bersuara),” jawab Rifa.

    Ditemui usai sidak, Subadri mengaku ingin memastikan langsung pelayanan masyarakat kegawatdaruratan berjalan lancar meski sudah memasuki dini hari.

    “Ingin lihat pelayanan, operatornya masih pada jaga tidak. Karena ini kan pelayanan kegawatdaruratan jadi harus stand by,” ungkapnya.

    Pelayanan Serang Siaga 112 sendiri menerima panggilan darurat dari masyarakat seperti kecelakaan, kebakaran dan lain-lainnya.

    “Jadi kalau ada membutuhkan ambulans bisa telepon ke call center ini, atau kecelakaan, kebakaran,” lanjutnya.

    Menanggapi masih banyaknya telepon prank call dan ghost call, ia mengimbau kepada masyarakat untuk menggunakan pelayanan ini dengan baik dan tidak digunakan untuk bermain-main.

    “Manfaatkan pelayanan ini oleh masyarakat jangan ada yang main-main. Karena ini untuk kebutuhan masyarakat juga,” tegasnya. (DZH)
